About us
북한인권시민연합 소개 (About NKHR)
(사)북한인권시민연합은 1996년 5월 4일 인권운동가, 지식인, 탈북민이 중심이 되어 발족한 시민단체입니다.
휴머니즘 정신에 따라 북한의 열악한 인권 상황을 개선하고 고통받고 있는 북한 난민을 돕기 위해 세계 각국의 시민단체와 인권운동가들과 함께 활발한 캠페인을 벌이고 있습니다. 또한, 북한이탈 청소년·청년의 학습지원 및 리더십 역량 강화와 북한이탈주민의 정착을 지원하는 다양한 프로그램도 실시하고 있습니다.
이와 더불어 북한을 탈출한 난민(재중북한난민)을 구호하는 사업을 꾸준히 진행하고 있습니다.
Citizens’ Alliance for North Korean Human Rights(NKHR) is a non-governmental, non-religious and non-profit organization founded by human rights activists, scholars, and North Korean re-settlers in May 4, 1996. In the spirit of humanism, we engage in active international and domestic campaign along with other civic organizations and human rights activists from various countries. We do so in order to improve the dire human rights conditions in North Korea and provide relief to suffering North Koreans in third countries. For North Koreans who have resettled in South Korea, we run various educational and integration programs to support their adjustment.

캠페인 활동
북한인권시민연합은 창립 초기부터 북한인권 실태를 국제사회에 알리는 일에 앞장서 왔습니다. 1999년부터는 세계 각국에서 국제회의와 캠페인을 통해 북한의 인권 실태를 알리며, 언론, 각국 정부, 국제 NGO 단체 등에 북한인권에 대한 관심을 이끌어 냈습니다.
특히 북한인권시민연합은 지난 수년 동안 유엔 제네바 사무국과 뉴욕 본부에서 북한인권에 관한 유엔 결의안에 국제적 지지를 성공적으로 이끌어내고, 유엔 북한인권특별보고관 임명과 유엔 북한인권조사위원회(COI) 설립에 큰 기여를 했습니다.
또한 북한의 국가별 정례인권검토(UPR: Universal Periodic Review)를 포함하여 유엔 인권이사회, 유엔 여성차별철폐위원회, 유엔 아동권리위원회 등과 협력해 전문가들에게 북한인권 상황에 관한 정보를 제공하고 있습니다
Citizens’ Alliance for North Korean Human Rights (NKHR) has been at the forefront of international advocacy for North Korean human rights since 1996.
By organizing international conferences and other campaigns around the world, NKHR has exposed human rights violations in North Korea and brought victims to the attention of the media, foreign governments, international NGOs and the United Nations.
Over the years, we have garnered international support for UN resolutions addressing North Korea’s human rights situation, the establishment of the mandate of the UN Special Rapporteur on the situation of human rights in the Democratic Peoples’ Republic of Korea (DPRK), and the creation of the UN COI for the DPRK and the UN Panel of Experts on Accountability. We have briefed experts from the UN Human Rights Committee, the UN Committee on Elimination of Discrimination Against Women and the UN Committee on the Rights of the Child before those committees’ periodic reviews and cycles of Universal Periodic Review of the North Korean government.
NKHR also advocates for South Korean nationals who were abducted to North Korea and submits individual cases to the UN Working Group on Enforced or Involuntary Disappearances.
북한난민 구호활동
북한인권시민연합은 북한을 탈출한 난민 중 도움이 절실하게 필요한 여성, 어린이, 혹은 강제송환 시 생명이 위태로울 수 있는 사람들에게 우선적으로 은신처를 제공하거나, 제3국을 거쳐 한국으로 이주시키는 일을 지속적으로 벌여 왔으며, 중국 현장에서는 협력자를 통해 북한난민의 생활을 보조하고 있습니다.
2022년 말까지 북한인권시민연합을 통해 직·간접으로 안전한 곳으로 이주한 북한난민은 누계 1,156명입니다.
모금활동으로는 북한난민구호사업단에서 ‘북한난민 한 생명 살리기 희망나눔 캠페인’을 글로벌 기빙을 통해서는 ‘인도적 지원프로젝트’를 전개하고 있습니다.
올해부터는 탈북민들로 구성된 ‘M사랑 나눔자원봉사단’과 MOU를 통해 ‘끈 잇기 활동’을 지원하고 있습니다. 이 활동을 통해 소외된 탈북민들이 남한사회에 잘 적응할 수 있도록 돕고 있습니다.
In aiding North Korean refugees, NKHR prioritizes those who are especially in need, such as women, children, and those who may face death upon forcible return to North Korea.
NKHR provides refugees with shelter and a secure route to South Korea through a third country such as Thailand.
‘NKHR rescued a total of 1,156 North Korean refugees coming to South Korea as of December 2022.’ In addition, NKHR assists the daily lives of North Korean refugees in China through our local partners.
One of the fundraising activities conducted is the “Sharing Hope Fund” Campaign, where individuals can donate money to help North Koreans who are still waiting in third countries for safe passage to South Korea. Through the “Humanitarian Aid Project” through Global Giving, we are also conducting a fundraising activity. Starting this year, NKHR has established an MOU with the M Love Sharing Volunteer Group composed of North Korean refugees.
Through this activity, we help marginalized North Korean refugees adapt to South Korean society.
교육지원 및 인재양성 활동
북한인권시민연합은 미래 통일 한국에서 공존의 가치를 실천하는 글로벌 인재양성을 위한 전인적 교육프로그램을 실시하고 있습니다.
북한이탈주민정착지원사무소(하나원) 설립 시점부터 현재까지 방문하여 초등학생 및 청소년 대상 기초학습능력 증진 프로그램을 실시하고 있습니다.
이후 대학 입학 전 탈북청소년을 대상으로 학습캠프, 학습멘토링 및 진로 프로그램과 같은 학습능력 증진에 초점을 맞춘 프로그램을 진행하고 있습니다.
남북한출신 대학(원)생을 대상으로 독서토론을 통한 인문기본기 함양, 평화통일 실현 의지 함양, 민주시민의식 함양, 그리고 국제적 시각 함양을 위한 전인적 교육프로그램을 실시하고 있습니다.
With a firm belief that education illuminates the path to a better life, NKHR provides educational assistance to North Korean youth and university students to support their transition into South Korean society.
The long-term/ultimate objective of the educational programs is to foster future leaders with a broad perspective to understand developments in the international community and recognize the importance of respecting differences among individuals in the society. More specifically, the programs are designed to promote better understanding of humanities, will-power for peaceful unification, civic awareness and international experiences.
인식개선활동
북한인권시민연합은 창립 초기부터 북한인권 개선과 북한동포 지원에 대한 열정을 가진 많은 청년들의 도움을 지속적으로 받아오고 있습니다.
이들은 간사·인턴·자원봉사자로 참여하며 각자의 열정과 능력을 발휘해 다양한 국내 활동에 생기를 불어넣었고 국제사회와 연계하는 데 기여해 왔습니다.
또한 북한인권시민연합은 인식교육 활동에도 중점을 두고 있습니다.
인식교육은 군대, 교회, 학교, 기관 등에 방문하여 북한의 열악한 인권상황에 대한 강의, 동영상, 증언을 들을 수 있는 기회를 제공하고 있습니다.
이와 더불어 북한이탈주민의 안정적인 정착을 위한 연구 사업을 진행하고 있습니다.
Since its establishment, NKHR has received tremendous support from passionate and dedicated youth who have sought to support North Koreans and improve the human rights situation of North Korea.
Working as interns, volunteers, and project managers, they have turned their passion and talents into various activities, making ways to connect with the international community and raise awareness about North Korean human rights issues. NKHR has also focused on awareness building activities.
Awareness building activities provide opportunities to visit the military, church, schools, institutions and others, which also enable the participants to be exposed to the poor human rights situations in North Korea.
In addition, NKHR has also initiated research projects to enhance the settlement support for North Koreans.
